2004 - FYI public internet-history in the search for Gareth

Image

David Koch's favourite quotation:
“Look not for answers but for the question, for when you have the question the answer will appear”

In addition to the section with "links" on the main website www.garethkochlostinnepal.co.uk ,
here is a listing of as many online sources as could still be found that played a role in the use of the internet to focus attention on the search for (information about) Gareth. Some of them play an active role also to this date. These are the publications during 2004; there is a separate thread meanwhile on this board with the publications as of January 1, 2005.

This "archive" is meant to give you an impression, and as a source of information. Months before the website for Gareth Koch went online, the internet was already used in order to try and find back people who could tell more about Gareth's whereabouts in Nepal. Unfortunately with only few results.

The links will be listed in separate replies here, in the following way:

Missing Trekker Webpages

Threads on webforums and messageboards

Newsarticles

British authorities

Missing Person organisations

Miscellaneous

Please take into account that after some time, in a number of cases the (news)articles
or discussions in some of these links, may no longer be available to read online
.

Family appeal for information on missing son in Nepal - Wantage (April 13)
[25/4/'05 "The page cannot be found" => article meanwhile deleted]

And early May '04 as well, Thames Valley Police published a second article with the latest developments, when the Koch family together with the family of missing Alexander Ratnasothy launched a joint appeal in the search for more information about what happened to their missing sons.
Unfortunately, that second article disappeared from the TVP website rather soon.

= = =Edit dated 3rd May, 2005 = = =

1998 - Old article in "This is Cheshire.co.uk"
"Police launch new scheme" (December 10, 1998)
quote:

THE county's police force and a voluntary helpline have joined forces to provide a better system for locating missing persons.

The new initiative means that Cheshire Police will accept all reports of missing persons who disappear within the county, whatever the circumstances. And they will pass on the details to the National Missing Persons Helpline, which can offer additional lines of assistance, particularly where the missing person is deemed to be vulnerable or where there is an absence of suspicious circumstances.

Currently there is no national definitive record of missing persons, although the Police National Missing Persons Bureau records details of people deemed to be vulnerable who have been absent for more than 14 days.
The bureau, which was set up in 1994, also records unidentified bodies, foreign nationals missing in the UK and Britons missing abroad.
But the public only tend to report missing people when they think them vulnerable or their absence appears inexplicable. In the most extreme circumstances, when someone who has not been reported missing is injured, identification and family tracing can be difficult.

The new initiative will create a protocol where police and the voluntary sector work together to ensure that the best possible records are kept of people who disappear. And the goal will be to locate as many missing persons as possible, check their well-being and offer as much reassurance as possible to anxious family and friends.

Assistant Chief Constable Graeme Gerrard said: "This initiative may not always reunite people, but it is a step forward in providing reassurance that missing people are known about and that their safety and well-being remains a priority."

Anyone who wishes to contact the National Missing Persons Helpline can call 0800 700 740.

Mr. Mike O'Brien: Enquirers concerned about the whereabouts of British Nationals abroad are advised to contact the police in the country concerned, and also to report the missing person to their local UK Police. Consular staff in the UK and overseas keep relatives informed of progress and liaise with local authorities, including to consider institution of a search.

That's really a shame, the copyright restrictions. Because this document certainly does nót only concern the tragic event of one or more Britons killed abroad. It makes clear that in 2002 British Police Chiefs acknowledged it takes móre and specialised, skilled assistance in dealing with and co-ordinating matters involving the homicide or suspected homicide of a British citizen abroad, as well as (Appendix A):
Britons "Missing in Suspicious Circumstances Abroad"
I'd certainly recommend you read especially the Appendix. Here's just one, short, quote:

3. Missing Persons where there is a sufficient level of justifiable concern. Not all persons missing abroad would merit the appointment of an FLO. There needs to be some credible suspicion that the person has been subject to crime i.e.: murder or kidnap, or that they fit the ‘vulnerable’ criteria as defined in the H/O Circular (12/94) regarding missing persons (see below). The key question may be would the circumstances merit the appointment of an SIO if the person had gone missing in the UK.
(. . .)
Vulnerable’ Missing Person – HO Circular 12/94

5. Persons whose disappearance gives rise for suspecting some harm may befall them.

Undated document - FAMILY LIASON POLICY (in HTML cache)
Source: www.durham.police.uk . From Appendix E (Pages 57-63) "Gathering Evidence/Intelligence" (p. 61)
Quote:
"The gathering and forwarding of intelligence, as distinct from evidence, is subject of specific rules.
Forwarding intelligence requires the authority of an Inspector or Superintendent, depending on the country involved. The forwarding of the intelligence may have serious Human Rights implications for the subject and forces should consult the FCO police liason officers to explore these implications before authorising its release."

- - -

Considering a number of specific circumstances in and regarding Nepal, in my opinion one can indeed claim that any serious, professional "intelligence" there re. foreign trekkers going missing, may very well lead to Human Rights violations. The victims being:
- Local citizens who would provide vital information: a dangerous thing to do.
- The missing trekker(s) concerned, whose right to a professionally conducted search is denied: which increases chances that help will arrive only far too late, if ever at all.
- The direct relatives, because although on paper matters look really "organised", in reality they are not. And as time goes by they'll notice they're left on their own.
- And every other human being, based no matter where, who seriously tries and keeps trying to be of help in such cases: because s/he'll meet with a lot of obstruction, denial, intimidation, slander and so on in people's attempts to get rid of any negative information or news concerning non-existent or underdeveloped safety-aspects regarding tourism to Nepal.

We have recently heard that there is yet another British person missing in Nepal. Last year there was a missing person case of a British person called Mr. Alex Ratnasothi. Alex has not been found yet and we believe the latest missing person is also not likely to be found because extensive searches are not made in and around the area where the person was last seen or missing from.

As far as we are concerned, all previous searches were concentrated in Kathmandu city, we noticed some 4' x 5' black & white poor photocopies of papers posted in the 1 sq KM area of "Thamel" (the main tourist area) only close by where the embassy is situated. Is this all that an embassy could do in an effort to trace a missing citizen?

Comparatively, when something happens to a citizen of other embassies, swift action is taken, not a single stone is left unturned, to resolve a case. We feel that British tax payers are being cheated.

Hi. I had been following the case of Gareth this year. It does seem strange. In most cases, i believe many of these disappearances are robbery attempts in poor and remote rural areas that have gone badly wrong. Hence, the person is never found. I believe Gareth disappeared in virtually the same area as someone else had previously disappeared. Given the relative wealth we carry on us in these countries, these things can occur.
More so i had been following the controversy surrounding the British Embassy in this case, and it's pathetic assistance. The British Embassies are notorious for not budging until they've got the cash in their pocket (i know this from personal experience). Even then, they do everything by the book to such an absurd degree that the delays can be fatal. They have much to answer for, and are in serious need of a kick up the ass so that citizens are put first, before paperwork and revenue.

Two more posts which refer to Gareth:

Gloucestershire Echo: BARONESS AGREES TO MEETING (14 January 2005)

And this Slovenian site where a user links to the main Gareth Koch Lost In Nepal website, the Lost In The Himalaya site and the ThornTree missing persons thread. The comment posted by 'aja' effectively states that there are people missing in the Himalaya (I used an online translator and guess work!):

Suggestion to start a new thread

Thank you for posting these additions, Tan. Especially the posts on the two Slovenian webforums come as a surprise.

What I've tried to do with this particular thread during the past months, is edit it (mainly meaning updating) regularly, instead of adding new replies all the time. I did it this way for two reasons. One is because I didn't want this thread to "jump up" every time (because that's what the board automatically does when a new reply is added) and take away some of the attention for the other, more important, posts on this board. The second reason is that I tried to stick to some kind of division between the types of posts, such as newsarticles, messageboards, and the "official" websites.

I have in mind to start a new thread here with the internet-developments (articles, postings) in 2005, also because this thread is pretty long already. And of course the 3 sources from your previous reply will be included.
